基本农田保护区规划环境影响评价方法

研究目的:探索一种基于GIS空间情景分析技术的基本农田保护区规划环境影响评价方法。研究方法:在GIS空间情景分析的基础上,提出基本农田保护区规划环境影响评价方法,并通过上海市实践验证该方法的可行性。研究结果:该方法可以在现有基本农田保护区规划方案的基础上,充分利用GIS的空间分析功能设定不同的环境影响评价情景,并通过对各情景下环境影响的定量比较分析,快速有效地评价基本农旧保护区规划方案的科学性和合理性。研究结论:该方法评价结果定量直观,具有一定的推广应用价值。     

Planning and managing primary care services: lessons from the NHS in England

High-quality primary care services are an essential part of a successful health service. However, the planning and management of such services is complex. Using evidence from a study of recent extensive changes in the English NHS, the authors highlight the need for local service oversight by managers who understand local conditions and needs. The recent English experience supports an incremental policy adjustment approach, rather than wholesale organizational change.     

Relative Age,Class Assignment,and Academic Performance: Evidence from Brazilian Primary Schools

Students in Brazil are typically assigned to classes based on the age ranking in their cohort. I exploit this rule to estimate how fifth‐grade students’ achievement in mathematics is affected when they are in classes with older peers. I find that being assigned to the older class leads to a drop in maths scores of about 0.4 of a standard deviation for students at the cut‐off. I provide evidence that heterogeneity in age is an important factor behind this effect. Information on teaching practices and student behaviour sheds light on how class heterogeneity harms learning.     

Dynamic programming for valuing American options under a variance-gamma process

Lévy processes provide a solution to overcome the shortcomings of the lognormal hypothesis. A growing literature proposes the use of pure-jump Lévy processes, such as the variance-gamma (VG) model. In this setting, explicit solutions for derivative prices are unavailable, for instance, for the valuation of American options. We propose a dynamic programming approach coupled with finite elements for valuing American-style options under an extended VG model. Our numerical experiments confirm the convergence and show the efficiency of the proposed methodology. We also conduct a numerical investigation that focuses on American options on S&P 500 futures contracts.     

中药材初加工废水处理工程设计与运行

针对亳州某产业园中白芍初加工废水,包括清洗废水和蒸煮脱皮废水,其中白芍清洗废水处理采用“旋流沉砂器+平流沉淀池”工艺,白芍蒸煮脱皮废水处理采用预处理和“UASB+A/O+混凝沉淀(保障工艺)”工艺,并考察其运行效果。结果表明:清洗废水经处理后出水水质可以达到清洗回用标准,使废水可循环再利用;蒸煮脱皮废水处理后达标排放,出水水质满足《中药类制药工业水污染排放标准》(GB21906-2008)中污染物最高允许排放浓度的一级标准。该废水处理工程运行稳定、出水达标,可为同类工程设计提供参考。     

Mad about Austerity? The Effect of Fiscal Consolidation on Public Opinion

We explore the impact of fiscal austerity on three different dimensions of public opinion in 26 European Union countries (consumer confidence, attitude toward national authorities, and European institutions) on annual data between 1997 and 2017. Our main finding is that the independent effect of a tighter fiscal stance on public opinion is not large and, when present, seems to closely follow the impact of fiscal austerity on economic activity. Our results therefore are inconsistent with the view that fiscal austerity necessarily implies a negative effect on public opinion and a decline in popularity of national and European institutions.
